UPDATE: Owner is willing to sign a Bill Of Sale which will let the buyer get a clean title via the "ownership in doubt" process.
Complete car. Missing/no title. Bill of Sale only. Cool AWD wagon model. No rips in interior, kept dry. Most things appear to work (windows, dual sunroof, etc). Dead battery means it's throwing lots of dash code lights. Jumped it and drove it from my field to my driveway. Seems to be fully functional. It was a daily when it was parked.
Car was abandoned on my property by a contractor 3 years ago. I have made contact with him and he will provide a bill of sale, but he lives out of state now and will not come back to deal with the car. I've been to the WA DMV to discuss the options.
1) Take the bill of sale to the WA State Patrol and let them do a VIN check. You can register and drive the car, but you won't get a CLEAN title until a three-year wait period.
2) Take it for parts or some unregistered farm/race car/"Monster Garage" use.
3) Get a junk vehicle affidavit from county so that you can get a rebuilt title through WSP inspection process, without the 3-year wait.
Come get it and do what you want. I pulled the carfax as well, just to remove any doubt about the contractor's ownership status.
